PM emphasises on better coordination between states and various agencies in forecasting of floods

• Prime Minister NarendraModi has emphasized on better coordination between all central and state agencies to have a permanent system for forecasting of floods and extensive use of innovative technologies for improving forecast and warning system.
• Mr Modi today held a meeting with Chief Ministers of Assam, Bihar, Uttar Pradesh, Maharashtra, Karnataka and Kerala through video conference to review their preparedness to deal with south-west monsoon and current flood situation in the country.
• He said, over the past few years, forecasting agencies like India Meteorological Department and Central Water Commission have been making concerted efforts to make better and more usable flood forecasts.They are trying to provide not only rainfall and river level forecast but also location specific forecast of inundation.
• Mr Modi said, there are pilot efforts underway to also use innovative technologies such as artificial intelligence to improve location specific forecast, for which States should provide necessary information to these agencies and disseminate the warnings timely to local communities.

Health ministry lauds contribution of e-sanjeevani platform

• Health Minister Dr Harsh Vardhan today lauded the contribution of States in popularising eSanjeevani. In a short span of time since November last year, tele-consultation by eSanjeevani and eSanjeevaniOPDhave been implemented by 23 States, which covers 75 percent of the population.
• Addressing a review meeting with states and Union Territories, Dr Harsh Vardhan said, the national telemedicine service has completed more than one lakh 50 thousand tele-consultations enabling patient to doctor consultations from the confines of their home.

RBI’s one time loan restructuring to aid small firms and retail borrowers

• The Reserve Bank of India’s (RBI’s) decision to allow one-time loan restructuring will help soften the COVID-19 pandemic’s impact on banks’ asset quality, said Crisil Ratings.
• Without this, the gross non-performing assets could have touched a two-decade high of 11.5% by the end of this fiscal, but will now likely be considerably below that level, it said.
• The RBI’s relaxations under the Prudential Framework on Resolution of Stressed Assets will benefit borrowers in most categories. Besides, this is the first time the restructuring option has been extended to retail borrowers.
• Micro, small and medium enterprises have also got a three-month extension in the existing restructuring scheme till March 31, 2021.

New online dashboard for National Infrastructure Pipeline inaugurated

• Finance and Corporate Affairs Minister NirmalaSitharaman inaugurated the National Infrastructure Pipeline, NIP, Online Dashboard in New Delhi today through video conferencing.
• The online dashboard is envisaged as a one stop solution for all stakeholders looking for information on infrastructure projects in New India.
• Speaking at the event, Ms Sitharaman said, NIP will provide a boost to the vision of an AatmaNirbhar Bharat.
• She said, the availability of NIP projects on IIG will ensure easy accessibility to d project information and attract investors for PPP projects.She added that it is a great step in the direction of implementing NIP- giving a fillip to infrastructure development in the country.
• In the budget speech of 2019-2020, Ms Sitharaman announced an outlay of 100 lakh Crore rupees for infrastructure projects over the next 5 years.The Minister has asked all concerned Department and Ministries to immediately the status of projects on NIP portal and keep it d in real time.

India-Maldives sign agreement for development of eco tourism-zones

• India and Maldives today signed a contract for development of five eco-tourism zones in Addu atoll of the island nation.
• Maldives foreign secretary Abdul Ghafoor, MPs representing Addu city and Indian high commissioner SunjaySudhir participated in the ceremony.
• These eco tourism zones are part of grant projects being implemented under the High-Impact Community Development project (HICDP) scheme which involves a total grant assistance of  5.5 million US dollars to the Maldives.
• High Commissioner SunjaySudhir, in his remarks, highlighted that developing high-impact assets, building capacities within the local councils and supporting of the local island economy are most important objectives of these projects.

Environment ministry launches portal on human elephant conflict

• The Minister for Environment and Forest PrakashJavadekar today released document on Best Practices and launched a portal on Human Elephant Conflict on the eve of World Elephant Day, 2020.
• Speaking on the occasion, Mr Javadekar said, efforts are in full swing to provide food and water to the animals in the forests itself to deal with the growing human-animal conflict cases. 
• He said, India is committed to the cause of saving elephants and other animals and is working towards robust, practical and cost effective solutions to end the human animal conflict.
• Minister of State for Environment and Forest Babul Supriyo said, it is a moment of pride that India is having 60 percent of Global population of Asian Elephants. He said, killing of innocent animals will not be tolerated by the Government.
• The World Elephant Day is observed every year on 12th August to spread awareness about the animal. It was launched in 2012 to bring attention to the urgent plight of Asian and African elephants. 
• Poaching, habitat loss, human-elephant conflict and mistreatment in captivity are some of the threats to both African and Asian elephants. 
• Indian Elephant has also been listed in the Appendix I of the Convention of the Migratory species in the recently concluded 13th  Conference of Parties on Conservation of Migratory Species of Wild Animals (CMS)  at Gandhi Nagar, Gujarat in February this year.

Defence ministry to set import embargo on items to promote indigenous production

• The Defence Ministry will “introduce import embargo on 101 items beyond given timeline to boost indigenisation of defence production”, Defence Minister Rajnath Singh announced through a series of tweets on Sunday.
• Speaking at a function later in the day, he said the government intends to reach a turnover of $25 billion through indigenously manufactured defence products and also expects to export products worth $5 billion.
• The policy change comes in the wake of Chinese transgressions and the build-up along the Line of Actual Control (LAC) in Ladakh. China has refused to pull back from several areas, where it has massed troops since May.
• The list of 101 embargoed items comprises of not just simple parts but also some high technology weapon systems like artillery guns, assault rifles, corvettes, sonar systems, transport aircrafts, LCHs, radars and many other items to fulfil the needs of the defence Services, Mr. Singh said.

President honours freedom fighters in 78th anniversary of quit India movement

• President Ram NathKovind has honoured and felicitated 202 freedom fighters from across the country on the occasion of 78th anniversary of Quit India Day.
• In a statement, RashtrapatiBhavan said, every year, the President hosts an At Home reception at RashtrapatiBhavan on the anniversary of the Quit India Movement to honour freedom fighters. 
• This year At Home reception could not be organised in view of Covid-19 pandemic. The President has requested State and Union Territories Governments to honour and felicitate freedom fighters with a shawl and angavastram by District Magistrate or Additional District Magistrate or Sub Divisional Magistrate at their homes on behalf of the President.

Commerce ministry asks more traders to join GeM platform

• Commerce and Industry Minister PiyushGoyal has called upon more and more buyers and sellers to join the Government e Marketplace [GeM]. He was speaking at the inauguration of the Fourth edition of the National Public Procurement Conclave, organized by GeM in association with CII.
• Lauding the success of GeM in becoming a game changer in Government procurement, Mr Goyal called upon more and more buyers and sellers to join the system. 
• Expressing the confidence that GeM will be able to unlock the value and save money for the nation’s development, he said that it has helped in transparent, seamless, easy, efficient and faster procurements.

Survey finds pandemic worsening the child labour problem in India

• The coronavirus pandemic is forcing India’s children out of school and into farms and factories to work, worsening a child-labour problem that was already one of the most dire in the world.
• It’s difficult to quantify the number of children affected since the pandemic erupted, but civil society groups are rescuing more of them from forced labour and warn that many others are being compelled to work in cities because of the migrant labour shortage there.
• Even before the outbreak, India was struggling to keep children in school. A 2018 study by DHL International GmBH estimated that more than 56 million children were out of school in India — more than double the combined number across Bangladesh, Indonesia, Malaysia, Philippines, Thailand and Vietnam. The cost to India’s economy, in terms of lost productivity, was projected at $6.79 billion, or 0.3% of gross domestic product.

India refuses Pak request for meeting on Indus water treaty

• India has refused a request by Pakistan to hold a meeting on issues around the Indus Water Treaty (IWT) at the Attaricheckpost near the India-Pakistan border. In March India had suggested a virtual conference but Pakistan had insisted on a physical meeting, a senior official in the Ministry of Water Resources told.
• The practice at the IWT meetings is that they are led by Indus Water Commissioners from both countries and a range of issues on construction of dams and hydropower projects concerning the Indus river system are discussed.
• However the COVID-19 pandemic led to the meeting being cancelled and this was followed up by discussions between representatives of the two countries on how discussions could be conducted.
• India has called for the appointment of a ‘neutral’ party while Pakistan favours a Court of Arbitration to agree upon a final resolution on the design parameters of this hydropower project.
• The IWT has been in existence since 1960, and reached a flash point in the aftermath of the Uri attacks in 2016 with Prime Minister NarendraModi declaring that “blood and water couldn’t flow together” and India would utilise the full hydropower capacity of its share of the Indus systems.

Researchers develop specifically array of nanoparticles acting as metamaterials

• Researchers from the Indian Institute of Technology Guwahati, India, and Imperial College London, UK, have developed a tailored ‘meta-grid’ of nanoparticles that could make light-emitting diodes (LEDs) brighter, energy-efficient and durable.
• Meta-grid' or ‘metamaterial grid’ is a specifically patterned array (grid) of nanoparticles acting as metamaterials, capable of exhibiting extraordinary optical properties.
• The theoretical models, developed by Dr.Sikdar and his collaborators, allow finding out the optimal conditions for the design of the nanoparticle ‘meta-grid’ layer.
• Over the years, a significant research drive towards this objective is in exploring new materials for LED-chip encapsulation, mostly by deploying either higher refractive index glasses or epoxy materials incorporated with filler powders or nanoparticle-loaded-epoxy or engineered epoxy resins, etc. 
• However, these techniques either make the LED chips bulkier or their fabrication becomes more challenging and less economically viable for mass production.
• Dr.Sikdar said, “With the continuous advancement in nanofabrication technology, it is now possible to fabricate metallic nanoparticles which are mostly monodisperse or having a very narrow spread. Still, there could always be some randomness in particle size and/or position, flatness of grid, and variation in refractive index due to fabrication error or material defects, which are unavoidable. Effects from most of these inaccuracies can be estimated from our tolerance study and it has shown the robustness of our scheme”.

Former Indian footballer Manitombi passes away

• A pall of gloom descended on the football fraternity in Manipur as news spread of LaishramManitombi Singh’s untimely passing away. The former India player, who had a distinguished career with some top clubs in the country, took to coaching in his native State after hanging up his boots. Manitombi was battling an illness for some time and breathed his last on Sunday, at the age of 39.
• Manitombi played as a sideback and represented the country in two significant tournaments in 2002. He was part of the team that won the LG Cup in Vietnam under the captaincy of BhaichungBhutia.

PM launches 1 lakh croreagri infrastructure fund under PM KISAN scheme

• Prime Minister NarendraModi today launched a financing facility of one lakh crore rupees under the Agriculture Infrastructure Fund for agri-entrepreneurs, startups, agri-tech players and farmer groups for post-harvest management and nurturing farm assets.
• Today, only 30 days after the Cabinet formally approved the scheme, the first sanction of over 1000 Crore rupees was made to over 2,280 farmer societies. The event was conducted through a video conference and was attended by lakhs of farmers. Mr Modi also released the sixth installment of 17,100 crore rupees to more than 8.55 crore farmer beneficiaries under the PradhanMantriKisanSammanNidhi (PM-KISAN) scheme.
• Speaking on the occasion, Mr Modi reiterated that India has a huge opportunity to invest in post-harvest management solutions like warehousing, cold chain, and food processing, and build a global presence in areas such as organic and fortified foods.
• The Prime Minister expressed his satisfaction with the pace of implementation of the PM-KISAN scheme. He also noted that the scale of the program is so large that the funds released today have reached more people than the entire population of several countries taken together.

Former Jammu & Kashmir LG takes charge as new CAG 

• Former Jammu & Kashmir (J&K) Lieutenant-Governor (L-G), Girish Chandra Murmu on Saturday took charge as the new Comptroller and Auditor General (CAG).Mr.Murmu was sworn in by President Ram NathKovind, the RashtrapatiBhavan said in a communiqué.
• The ceremony, held in the Ashoka Hall of the RashtrapatiBhavan, was attended by Prime Minister NarendraModi, Vice-President M. Venkaiah Naidu, Finance Minister NirmalaSitharaman, Leader of the Congress in the LokSabhaAdhirRanjanChowdhury, among others.
• Mr.Murmu, a 1985-batch IAS officer of the Gujarat cadre, will have a tenure up to November 20, 2024. Appointed as the first L-G of the newly created Union Territory of J&K, Mr.Murmu resigned on August 5, the first anniversary of the Centre abrogating special status for J&K under Article 370. 

::ECONOMY::

Former NITI Aayog vice chairman moots stimulus on demand side

• As India’s economic growth begins to pick up, the country is going to need perhaps ‘a little bit of stimulus’ on the demand side, noted economist and former NitiAayog Vice-Chairman ArvindPanagariya. Mr. Panagariya also said that he was more worried about the general trend of rising import tariffs in India.
• “Down the road, as the economy is continuing to open up, if we see that inventories are accumulating rapidly then that would be a clear sign that there is a demand deficiency problem. At that point, I think stimulus would be very useful,” he said at CII’s India@75 virtual event.
• Mr.Panagariya pointed out that even with the current level of intervention, India was staring at debt-to-GDP ratio rising from 72% to about 85% at least by the end of the current year.“And we are going to need perhaps a little bit of stimulus on the demand side as the economy begins to pick up,” the eminent economist said.

Centre releases fund for farm mechanisation

• The Centre has released ₹553 crore to States under a scheme to promote mechanisation in the agriculture sector.The Sub-Mission on Agricultural Mechanisation (SMAM) was introduced in April 2014 with an aim to have inclusive growth of farm mechanisation to boost productivity.
• “In the year 2020-21, budget of ₹1,033 crore has been provided for the scheme, out of which ₹553 crore has been released to state governments,” an official statement said. 
• Individual farmers are also provided subsidy for procurement of machinery. Total funds of ₹11,78.47crore were provided in the years 2018-19 & 2019-20 to Punjab, Haryana, Uttar Pradesh and NCT.
• Government is also promoting beekeeping as part of its aim to double farmers’ income and it has allocated 500 crore rupees towards beekeeping under the AtmaNirbharAbhiyan. Agriculture and Farmers’ Welfare Minister Narendra Singh Tomar has said India is among the world’s top five honey producers and compared to 2005-06, honey production in the country has risen by 242 percent and exports shot by 265 percent.

Bangladesh to construct war memorial for 1971 Indian soldiers

• Bangladesh will construct a memorial for the Indian soldiers martyred during the country’s liberation war in 1971. The memorial will be constructed coinciding with the 50th anniversary of the liberation of Bangladesh, said the Minister of Liberation War Affairs of Bangladesh AKM MuzammelHaq.
• According to a press release issued by the govt of Bangladesh on Friday, Liberation War Affairs Minister AKM MuzammelHaq recalled the support of the government and people of India during the Bangladesh liberation war against Pakistan in 1971.
• High Commissioner of India in Bangladesh Riva Ganguly Das had called on the minister for Liberation War Affairs and discussed issues of mutual interest  and the upcoming 50 year anniversary of Liberation War on Thursday.
• High Commissioner Riva Ganguly Das said some people are spreading misleading information about the relations between India and Bangladesh but the relations between the two countries were time tested.

Solar physicists measure sun’s coronal magnetic field

• The Sun is our closest star and we have been studying it for a long time. Yet, it has many associated puzzles that are unexplained. A significant advance has been made by an international team of solar physicists led by those from Peking University, China, and National Center for Atmospheric Research of the U.S. 
• The group has measured the global magnetic field of the sun’s corona, or outer atmosphere, for the very first time. This research has been published in the journal Science.
• There are two main puzzles about the Sun which this advancement will help address. First is the coronal heating problem. Though the core of the Sun is at a temperature of about 15 million degrees, its outer layer, the photosphere is a mere 5700 degrees hot.
• The team used a technique known as coronal seismology or magnetoseismology to measure the coronal magnetic field which has been known for a few decades. This method requires the measurement of the properties of magnetohydrodynamic (MHD) waves and the density of the corona simultaneously.
• The team used the improved measurements of the Coronal Multi-channel Polarimeter (CoMP) and advanced data analysis to measure the coronal magnetic field. CoMP is an instrument operated by High Altitude Observatory, of the U.S. It is located at Mauna Loa Solar Observatory, near the summit of that volcano on the big island of Hawaii.
