H.C.S (Judicial Branch) Examination – 2012

The Haryana Public Service Commission invites applications from eligible candidates for 72 posts (52 actual posts and 20 anticipated posts) of Civil Judge (Junior Division). The category wise break-up of vacancies is as under:-

Civil Judge (Junior Division)

Total Posts: 72

Pay Scale: Rs.27700-770-33090-920-40450-1080-44770 /- or such as may be revised by the Govt. from time to time.

Age Limit: Candidate should not be less than 21 years and not more than 40 years as on 17.01.2013.

Education Qualification:

• No person shall be eligible to be appointed a Civil Judge (Junior Division) unless he holds a degree of Bachelor of Laws from a University established by the law and approved/recognized by the Bar Council of India.
• The expression “Degree of Bechalor of Laws” means a degree entitling a candidate to be enrolled as an Advocate under the Advocate Act, 1961, and the rules made there under.
• The candidate should hold a degree of Bachelor of Law on the last date of receipt of application form i.e. 17.01.2013.

Selection Procedure:

Competitive Examination: The selection of suitable candidates for appointment in HCS (Jud. Branch) will be made by holding an examination. The examination shall be conducted in three stages namely:-

• Preliminary Examination,
• Main Examination,
• Viva-Voce

Syllabus for Preliminary Examination:

The Preliminary Examination shall be of objective type with multiple-choice (which can be scrutinized by Computer) as distinguished from the written examination which shall be of subjective/narrative type.The question paper for Preliminary Examination shall be of two hours duration. It shall consist of 125 questions and each question shall carry 04 marks and for every wrong answer 0.20% i.e. 1/5th mark shall be deducted.

The objective type multiple-choice question for the Preliminary Examination shall be from the syllabus for the Main Examination. The candidate shall be expected to have a general and basic over view of the main subjects and also the ability to answer questions on current events of national and international importance, Indian legal and constitutional history and governance. The candidate shall also be tested for his analytical skills and aptitude. The standard of the question paper shall be of Law graduate level. The object of the Preliminary Examination is to short list candidates for the Main Examination. No candidate shall be allowed to appear in the Main Examination unless he / she secured minimum 150 marks (read 100 marks for all reserved category candidates) in the Preliminary Examination. The marks obtained in the Preliminary Examination shall not be counted towards final result. Candidates equal to 10 times the number of vacancies advertised, selected in order of their merit in the respective categories shall become eligible to sit in the Main Examination. However, the number shall be subject to variation. If two or more candidates at the last number (the number at the end) get the equal marks, then all of them shall be considered eligible to sit for the Main Examination, warranting the corresponding increase in the stipulated ratio.

Application Form Fee:

• For Male Candidates of General category including Dependent Son of ESM of Haryana.: Rs.1000/

• For Male candidates of  General/all reserved categories of other State.: Rs.1000/

• For Female Candidates of General category of all states and Dependent Daughters of ESM of Haryana Only. : Rs.250/-

• For Male & Female candidates of  SC/BC and ESM categories of  Haryana only.: Rs.250/

• For Male & Female candidates of  PH (with atleast 40% disability)  categories of Haryana only.: Free of Cost

How To Apply:

The application form (OCR Sheet) can be obtained through post from the Secretary, Haryana Public Service Commission, Bays No. 1-10, Block-B, Sector-4, Panchkula, (Phone No. 0172-2560755) by remitting the fees as stated above through Indian Postal Orders or Bank Drafts (from any branch of Scheduled Bank of India) payable to the Secretary, Haryana Public Service Commission at Panchkula with self addressed envelop of 24x11 cm. size duly stamped worth Rs.50/- for registered post at least 10 days prior to the closing date, otherwise office will not be
responsible for supplying the application form well in time.
