'Should promote local languages in courts': PM's top quotes at key Delhi event
- Prime Minister Narendra Modi, while addressing the joint conference of chief ministers and chief justices of high courts on Saturday, said “it is important to promote local language in courts” to strengthen the connection of the citizens to the court.
- He also spoke about how complexities of the law can be difficult for a common man to understand, saying that “easy and quick availability” of justice should be the common goal. The joint conference with the chief ministers and the high court judges - where Chief Justice NV Ramana was also present - was said to be held for the first time after 2016.
- Here are top quotes by PM Modi at the event:
1. “In our country, while the role of the judiciary is that of the guardian of the constitution, the legislature represents the aspirations of the citizens. I believe that with the confluence of these two sections of the constitution, this balance will prepare the roadmap for an effective and time bound judicial system in the country.”
2. “We need to encourage local languages in courts. This will increase the confidence of the common citizens of the country in the justice system, they will feel connected to it.”
3. “A serious topic is also the intricacies and complexities of law for the common man,” PM Modi said while addressing the Chief Justices of the High Courts present in the conference along with the CMs. “In this 'AmritKaal' our vision should be for a judicial system where justice is easily and quickly to everyone,” he added.
4. Urging the chief ministers of the state to nix old and obsolete laws, he said, “In 2015, we identified about 1,800 laws that had become irrelevant. Out of these, the Centre abolished 1,450 such laws. But, only 75 laws have been abolished by the states.”
5. “It's our responsibility to ensure legal education in the country is of international standards.”
6. “In 2047, when the country will complete 100 years of its independence, what kind of judicial system would we like to see in the country? How do we make our judicial system so capable that it can fulfill the aspirations of India of 2047? These questions should be our priority today.”
- The first Chief Justices' conference was held in November 1953 and till date 39 such conferences have been holding, including the latest one. The last Conference was held in the year 2016.

Ukraine slams attack on Kyiv amid new Mariupol evacuation effort
- Ukrainian President VolodymyrZelensky accused Russia of trying to humiliate the United Nations by raining missiles on Kyiv during a visit to the city by the UN chief, an attack that shattered weeks of relative calm in the capital and upset a tentative return to normal.
- Ukraine’s forces, meanwhile, fought to hold off Russian attempts to advance in the south and east, Zelensky said. And UN-backed efforts to arrange safe passage for residents trapped in the ruins of Mariupol continued. An official in the president’s office said an evacuation could happen as soon as Friday.
- Russia pounded targets all over Ukraine on Thursday, hitting a residential high-rise and another building in Kyiv. US-funded broadcaster Radio Free Europe/Radio Liberty said one of its journalists was killed.
- In an apparent reference to the attack in Kyiv, Russia’s defence ministry said it had destroyed “production buildings” at the Artemdefence factory.
- The bombardment came barely an hour after Zelensky held a news conference with UN secretary-general Antonio Guterres, who toured some of the destruction in and around Kyiv and condemned attacks on civilians.
- “This says a lot about Russia’s true attitude towards global institutions, about attempts of the Russian leadership to humiliate the UN and everything the organisation represents,” Zelensky said late on Thursday in his nightly video address to the nation. “Therefore, it requires a correspondingly powerful response.”
- Kyiv mayor VitaliKlitschko said the attack was Russian President Vladimir Putin’s way of giving “his middle finger” to Guterres.

Feasible GDP growth over the medium term is 6.5-8.5%, says RBI paper
- The feasible range for medium-term steady state GDP growth in India works out to 6.5-8.5 per cent, the currency and finance report of the Reserve Bank of India.
- The report for 2021-22 year has the theme “Revive and Reconstruct” in the context of nurturing a durable recovery post-Covid and raising trend growth in the medium term.
- “Reducing general government debt to below 66 per cent of GDP over the next five years is important to secure India’s medium-term growth prospects,” the report said.
- The report prioritised inflation over growth as it said price stability is a necessary precondition for strong and sustainable growth.
- RBI has clarified that the report reflects the views of the contributors and not of the Reserve Bank.
- RBI governor Shaktikanta Das, the foreword, said, “the resilience of certain sectors like agriculture and allied activities, information technology services, exports, digitalisation and renewable energy during the Covid-19 crisis gives us the confidence that the Indian economy can stage a strong comeback.
- “What adds to this confidence is the way certain other sectors used this crisis to rebuild and reconfigure. These sectors would include the organised corporate sector; the financial sector; start-ups; and more recently, the manufacturing sector,” he said.
