The main functions and responsibilities of Regional/Sub-Regional Offices
1. Implementing the policies and programmes of the Commission;
2. Supervising and overseeing its field operations;
3. Liaison and establishing rapport with State Govt. and their Departments for which manpower is provided by the Commission;
4. Making arrangement for impartial and smooth conduct of examination;
5. Servicing as well as presiding over interview boards/centres within their area of jurisdiction;
6. Receiving applications for the examinations;
7. Processing of applications and award of data processing contracts;
8. Issue of Admission Certificates;
9. Arrangement and booking of venues for examination;
10. Sanction of Advance for Examinations;
11. Appointment of Invigilators, Inspecting Officers and Team leaders to conduct the examinations;
12. Sending copy of Instructions, Supervisor’s Manual and cheque of Advance for examination;
13. Payment of honorarium to the Inspecting Officers, Team leaders, Supervisors and other functionaries of the examinations;
14. Settlement of advances given to the supervisors of each venue;
15. Scrutiny of dossiers after the declaration of the result of written examinations;
16. Conducting PET/Interviews for different posts whenever applicable;
17. Conducting Skill Tests (Type-writing Test and Stenography Test);
18. Nomination of the selected candidates to various user Departments;
19. Cancellation/Revival/Debarment of the candidatures of the candidates;
20. Court Cases pertaining to the various examinations filed by the candidates.
21. Conduction Workshop on Question Bank, Stenography Test etc.
Additional functions of the Sub-Regional Office, Raipur.
In addition to the general functions of the
Regional/Sub-Regional Offices, the Sub-Regional Office at Raipur
performs the following extension oriented work in areas of
Scheduled Tribes and Scheduled Castes concentration: -
1. Publicising in the Sub-Region as
extensively as possible the employment opportunities provided by
examinations held by the Staff Selection Commission and by other
Central Recruitment Agencies. All available media should be
utilized for the purpose.
2. Establishing close contact with the
Universities, Colleges and Schools in all the districts in order
to persuade the authorities running the schools
to pick out students and groom them for competitive examinations
and for stenography and typewriting. The institutions may be
made aware of the
schemes and syllabi of these examinations and the pattern of
objective questions.
3. Liaisoning with the various State
Government Departments and with the offices of the Central
Government located in the Sub-Region and with the District
Councils and the Departments and Corporations for development of
SCs/STs in order to secure their cooperation in the project for
removing the deficiency in recruitment of tribal candidates.
4. Giving regular feedback to the
regional offices in Calcutta/Allahabad and the Staff Selection
Commission regarding publicity, coaching arrangements and the
extent of response generated in the tribal student community.
The feedback will also contain an analysis of the reasons for
shortfalls along with suggestions for making up the shortfall.
5. Keeping in touch with the functioning
of the hostels set up by Government for candidates from tribal
areas and keeping the Commission in picture.
6. Establishing contact with private
institutions, if any, imparting coaching in competitive
examinations and in typewriting and stenography.
7. Surveying the area and reporting the
need for opening of additional examination centres for holding
special examination.
8. Making application forms and other
literature available in the sub-region.
9. Touring of the area extensively for
publicity and fact-finding and generating response.
10. Maintaining and analyzing statistics
about the state of educational advancement in the tribal area in
each State and the response to examination notices and rate of
success.
11. Maintaining lists of local
newspapers in which the advertisements of examination are to be
published. Note: The jurisdiction of the Sub-Regional Office with Headquarters at
Raipur will extend to the tribal belts in (a) Madhya Pradesh (b) Bihar and (c)
Orissa.
In addition to the functions listed above, which apply to all
the three States, the Sub-Regional Officer, Raipur will assume
special responsibilities with regard to the tribal belt in
Madhya Pradesh. He will maintain close liaison with the all
India Pre-Examination Training Centre at Raipur, sponsored by
the Ministry of Home Affairs. He will be a member of the
Managing Committee of the Raipur Centre, which will assume
leadership role in the matters of pre-examination training for
the entire State of Madhya Pradesh and for all categories of job
opportunities open to members of Scheduled Castes and Scheduled
Tribes.
The Managing Committee will consist of:-

4. Director, Tribal Welfare, M.P.,
Bhopal – Member.
5. Head of the Regional Centre Staff
Selection Commission, Raipur-Member.
6. Zonal Director, BCW, Bhopal – Member
7. Deputy Director, Pre-Examination
Training Centre-Member Secretary.
The head of the Sub-Regional Office of the Staff Selection Commission, Raipur, will also be an ex-officio Deputy Director of the Pre-Examination Training Centre.
Note: The jurisdiction of the extension work was extended to Andhra Pradesh also vide SSC Order No.A-46011/1/82-Ad dated 14.12.1982.
