Efforts on to remove AFSPA from entire Northeast: Modi

  • Prime Minister Narendra Modi on Thursday said the Centre is making efforts to remove the entire northeast from the ambit of the Armed Forces (Special Powers) Act (AFSPA), which provides sweeping powers and immunity from criminal prosecution.
  • “For long, many states in the northeast were under the ambit of AFSPA. But in the past eight years, due to permanent peace and improved law and order situation, we removed the provisions of the Act from several parts of the region,” Modi said at a public meeting at Loringthepi in Assam’s Karbi Anglong district.
  • The killings of 14 civilians in a botched army operation in Nagaland’s Mon district in December put the spotlight back on AFSPA and renewed demands for its repeal. The Centre in March reduced the disturbed areas under the ambit of the law in the region.
  • Modi said there has been a 75% drop in violent incidents in the northeast over the past eight years and that is why Meghalaya and Tripura were removed from the ambit of AFSPA.
  • “In Assam, it has been in force for over three decades now. Due to a lack of improvement in the situation, earlier governments used to extend its enforcement repeatedly. But in recent years, due to improved ground situation, AFSPA has been removed from 23 districts of Assam,” Modi said. “We are trying to bring the situation to normal in other parts of the state so that AFSPA can be removed from there too. Similar efforts are also underway in Nagaland and Manipur [parts of both states are under AFSPA] to remove the Act.”
  • The British enacted the Armed Forces (Special Powers) Ordinance in August 1942 to enlist the armed forces “in the aid of civil power” to put down the Indian independence movement during the Second World War. AFSPA is modelled on this colonial-era ordinance and was promulgated in Parliament in September 1958. The law allows armed forces to control and maintain public order in areas designated as “disturbed”.

Canada lawmakers voted unanimously to call Russia’s attack in Ukraine as genocide

  • Canadian lawmakers voted unanimously to call Russia's attacks in Ukraine a "genocide", with members of parliament saying there was "ample evidence of systemic and massive war crimes against humanity" being committed by Moscow.
  • The Canadian House of Commons' motion said war crimes by Russia include mass atrocities, systematic instances of willful killing of Ukrainian civilians, the desecration of corpses, forcible transfer of Ukrainian children, torture, physical harm, mental harm, and rape.
  • Earlier this month, Prime Minister Justin Trudeau said it was "absolutely right" for more and more people to describe Russia's actions in Ukraine as genocide, supporting an accusation made by US President Joe Biden a day earlier.
  • Biden had said earlier in April that the Ukraine invasion amounted to genocide but had added that lawyers internationally would have to decide whether or not the invasion met the criteria for genocide.
  • Russia, which denies the genocide charges, calls its action in Ukraine a "special military operation" and said it was necessary because the United States was using Ukraine to threaten Russia. Moscow in turn accuses Ukraine of the genocide of Russian-speaking people, a charge that Ukraine dismisses as nonsense.
  • Canada is among a number of countries to have imposed sanctions on Russia after it invaded Ukraine on Feb. 24. On Wednesday, it imposed further sanctions on 203 individuals whom it says are complicit in Russia's attempted annexation of certain areas of the Donbas region in eastern Ukraine.
  • Late on Wednesday, Canada also updated its travel advice for Moldova, citing the risk of armed conflict in Transnistria, a breakaway Russian-occupied part of Moldova in the west.
  • The government of Canada asked travelers to exercise a high degree of caution in Moldova and avoid all travel to Transnistria.

Centre allocates 207MW of additional power to J-K to meet increasing demand

  • In order to meet the increasing electricity demand, the Centre has allocated 207MW of additional power to Jammu and Kashmir.
  • According to the Union Ministry of Power, the move will substantially increase the availability of power in the union territory.
  • Meanwhile, the Cabinet Committee on Economic Affairs chaired by Prime Minister NarendraModi on Wednesday approved the investment of Rs 4,526.12 crore for the 540 Megawatt (MW) Kwar Hydro Electric project located on river Chenab, in Kishtwar district of Jammu and Kashmir.
  • The project will be implemented by Chenab Valley Power Projects Private Limited (CVPPPL), a joint venture company between NHPC Limited and Jammu and Kashmir State Power Development Corporation (JKSPDC) with equity contributions of 51 per cent and 49 per cent, respectively.
  • The project shall generate 1975.54 million units in a 90 per cent dependable year, according to an official statement released after the cabinet meeting.
  • NHPC shall invest its equity (51 per cent) of Rs 681.82 crore from its internal resources. The Kwar Hydro Electric Project shall be commissioned with a span of 54 months. The Power generated from the Project will help in balancing of Grid and will improve the power supply position, the statement said.
  • The construction activities of the project will result in direct and indirect employment to around 2,500 persons and will contribute to the overall socio-economic development of the Union Territory of Jammu and Kashmir.

Badminton Asia Championships: Saina wins opening match, SenOut in first round

  • Olympic medallists PV Sindhu and Saina Nehwal fought off strong challenge from their opponents before winning their respective opening matches, but it was curtains for Lakshya Sen and B Sai Praneeth in Badminton Asia Championships in Manila, Philippines.
  • Two-time Olympic medallist Sindhu was made to toil hard by Chinese Taipei's Pai Yu Po as the fourth seeded Indian came back from a game down to win 18-21 27-25 21-9 in a marathon women's singles opening round match, which lasted for one hour and 17 minutes.
  • London Olympics bronze medallistSaina, who has been on a comeback trail after recovering from some nagging injuries, also had to break her sweat to eke out a 21-15 17-21 21-13 win over SimYujin of South Korea.
  • While Sindhu will next play Singapore's YueYannJaslynHooi, Saina will be up against China's Zhi Yi Wang.
  • The other remaining Indian in the women's singles, MalvikaBansod too squandered a game lead before going down 9-21 21-17 26-24 against Yeo Jia Min of Singapore in another hard-fought tie.
