Governor dissolves Jammu & Kashmir assembly

Jammu and Kashmir Governor Satya Pal Malik on Wednesday dissolved the State Assembly, as Peoples Democratic Party (PDP) and Peoples Conference (PC) separately staked claim to form a government after day-long political drama.
Earlier, two parties, the PDP and the PC, after daylong political wrangling, wrote to the Raj Bhavan on email and WhatsApp to stake claim to form the government, as the Governor’s official fax failed to respond.
Former Chief Minister and PDP president Mehbooba Mufti, in the letter, claimed that she had the support of 15 MLAs from National Conference and 12 MLAs of the Congress, in addition to her 29 MLAs, putting the total number at 56.
National Conference leader and former Chief Minister Omar Abdullah cried foul over the Governor’s decision. “The NC has been pressing for Assembly dissolution for five months now. It can’t be a coincidence that within minutes of Mehbooba Mufti Sahiba’s letter staking claim the order to dissolve the Assembly suddenly appears,” said Mr. Abdullah.
Earlier, in an eventful day, arch rivals, the National Conference and the PDP, decided to join hands to form a unity government, with the Congress openly offering its support.
External ministry says non-ECR categories need to get registered
Passport holders with “non-Emigration Check Required (non-ECR)” status will soon have to get themselves registered with the Ministry of External Affairs before taking up jobs abroad.
The rule, which takes effect on January 1, is said to be aimed at the welfare of Indians going abroad. It applies to jobs in 18 countries, including the six Gulf Cooperation Council nations, which have the largest number of expats.
The non-ECR category of passengers include Indians paying income tax and those with educational qualification above matriculation.
As of now only ECR category passport holders were required to get emigration clearance from the office of the Protector of Emigrants to seek employment abroad. All those seeking employment will have to register online via the website www.emigrate.gov.in.

HRD Minister launches ‘Institution’s Innovation Council (IIC)’Program

Union HRD Minister ShriPrakashJavadekar through video conferencing launched the ‘Institution’s Innovation Council (IIC)programunder Innovation cellof MHRD in New Delhi .
Ministry of Human Resource Development has established an “Innovation cell” at AICTE with a purpose to systematically foster the culture of Innovation in all Higher Education Institutions (HEIs) across the country.
He informed that the purpose of formation of network of Institution’s Innovation Councils (IICs) is to encourage, inspire and nurture young students by exposing them to new ideas and processes resulting in innovative activities in their formative years.
He also informed that more than 1000 Higher Education Institutions (HEIs) have already formed IICs in their campuses and enrolled for the IIC network managed by MHRD’s Innovation cell to promote innovation through multitudinous modes leading to an innovation promotion eco-system in their campuses.
The Minister said that the educational advancement in higher education can only be achieved by encouraging best practices in innovation and advance research and Innovation Cell has undertaken many initiatives in this direction such as implementing programs like Atal Ranking of Institutions on Innovation Achievement (ARIIA), Smart India Hackathon (SIH)- 2019, etc.

President addresses Indian community in Sydney

The President of India, Shri Ram NathKovind, reached Sydney, Australia, for the final leg of his two-nation state visit to Vietnam and Australia. This is the first state visit to Australia by a President of India.
Later in the day, the President attended an Indian community reception hosted by Dr Ajay M Gondane, High Commissioner of India to Australia. Addressing the gathering, the President said it is a matter of pride that the Indian community is held in high regard and contributes to society and the economy in Australia.
Today, Indian professionals are much sought after, whether in Australia or elsewhere in the world. As entrepreneurs, doctors, teachers, bankers and technology specialists, members of the Indian community are adding value to Australia.
The President said that Australia is also home to a large number of Indian students. They are excelling on campuses in academics and research, in fostering innovation and even on the sports field. Their hard work and talent is a symbol of the Australia-India Knowledge Partnership.
Earlier President Kovind formally began his visit by paying respects at the ANZAC War Memorial in Sydney. The Memorial was originally built as a tribute to Australian soldiers who did service in World War I.
In his subsequent engagement with the Indian community, the President made special mention of Indian soldiers who fought alongside their Australian comrades in World War I, including on the beaches of Gallipoli.
