Since Article 370 move, 1,697 Kashmiri Pandits posted in govt depts: MHA

  • The ministry of home affairs on Wednesday informed Parliament that 1,697 Kashmiri Pandits have been appointed in various government departments by the Jammu and Kashmir administration since August 5, 2019, when article 370 was abrogated from the erstwhile state and it was broken up into two union territories.
  • Responding to question in the Rajya Sabha, union minister of state for home affairs Nityanand Rai said that as per data provided by the government of Jammu and Kashmir, 44,684 Kashmiri migrant families were registered with the Office of the Relief and Rehabilitation Commissioner (Migrants), Jammu, comprising 1,54,712 individuals.
  • “In order to rehabilitate Kashmiri migrant families, the government of Jammu and Kashmir has appointed 1,697 such persons since August 5, 2019 and selected additional 1,140 persons in this regard,” he said.
  • The government said in August last year that nine properties in Jammu & Kashmir have been given back to Kashmiri Hindus who fled the Valley due to terrorist violence in the early 1990s. It had said at the time that the government was taking steps to restore several ancestral properties of Kashmiri Hindu families that left the region between 1990 and 1992.
  • J&K is currently governed by the Centre through Lt Governor Manoj Sinha. Union home minister Amit Shah recently said last month that as soon as the situation becomes normal, (J&K’s) statehood would be restored, stating the Union government’s position. “Delimitation has started and soon elections will be held. I’ve given assurance in the Lok Sabha that as soon as the situation becomes normal in Jammu and Kashmir, statehood will be given back to J&K.”
  • Responding to a separate query, Rai said in the Rajya Sabha on Wednesday that 439 terrorists and 109 security personnel were killed in 541 terror incidents in Jammu and Kashmir since Article 370 was repealed.
  • Rai said 98 civilians were also killed in these incidents and private properties worth about ₹5.3 crore were damaged.
  • “During these incidents, no significant public property has been damaged,” he added.

ASEAN calls for peaceful solution to restore normalcy in Myanmar

  • The Association of Southeast Asian Nations (ASEAN) on Wednesday urged all sides in Myanmar to promote conducive conditions for a constructive dialogue to seek a peaceful solution to the current political crisis in the country.
  • "It is of critical importance for all sides to promote a conducive condition for a constructive dialogue among all parties concerned to seek a peaceful solution to the current crisis in the interest of the people of Myanmar and in order to speedily return the situation to normalcy and prevent prolonged suffering to the people of Myanmar," Xinhua News Agency reported citing an ASEAN chairman's statement.
  • Meanwhile, it urged the Myanmar authorities to take concrete actions to fully implement the five point consensus reached at the ASEAN leaders' meeting in April last year. 
  • It said Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn is appointed as the special envoy of the ASEAN chair on Myanmar and called on the Myanmar authorities to facilitate his early visit to Myanmar to meet with all parties concerned, according to Xinhua.
  • The statement noted that durable peace and national reconciliation can only be achieved in Myanmar through an inclusive political solution.

Union Budget 2022-23

  • Finance Minister Nirmala Sitharaman presented the Union Budget for 2022-23 in Parliament
  • Capital expenditure outlay increased by 35.4%
  • Total expenditure estimated at Rs.39.45 lakh crore in 2022-23
  • 22.84 lakh crore total receipts other than borrowings in 2022-23 is estimated to be Rs.
  • Fiscal deficit in the current year: 6.9% of GDP (as against 6.8% in BE)
  • Fiscal deficit is projected to be 6.4% of GDP in 2022-23
  • Direct Taxes: No change in income tax slabs
  • Scheme for taxation of virtual digital assets: Any income arising from transfer of any virtual digital asset shall be taxed at the rate of 30%
  • Gems and Jewellery: Custom duty on cut and polished diamonds and gems reduced to 5%
  • National Highway network to be expanded to 25000 km in 2022-23
  • Ken-Betwa Project: An outlay of Rs.1400 crore earmarked for the implementation of Ken-Betwa Link Project
  • MSME: Emergency Credit Linked Guarantee Scheme (ECLGS) to be extended till March 2023.
  • Skill Development: Digital Ecosystem for Skilling and Livelihood (DESH-Stack e-portal) will be launched
  • Startups to be promoted to facilitate 'Drone Shakti' and Drone-as-a-Service (DrAAS)
  • Education: PM eVidya's 'One Class-One TV Channel' program to be expanded to 200 TV channels
  • Health: An open platform to be launched for a national digital health ecosystem
  • Har Ghar, Nal Se Jal: Rs 60,000 crore allocated to cover 3.8 crore families in 2022-23
  • Housing for all: Rs 48,000 crore allocated to complete 80 lakh houses in 2022-23 under PM Awas Yojana
  • North East: PM-DevINE (Development Initiative for North-East Region) a new scheme for North-East launched
  • Vibrant Villages Program will be started for the development of border villages on the northern border.
  • Banking: Scheduled commercial banks to set up 75 digital banking units in 75 districts
  • Digital Rupee: Digital Rupee to be launched by RBI from 2022-23

China pick PLA man in Galwan Valley clash as a Winter Olympics torch-bearer

  • A People’s Liberation Army (PLA) regiment commander who was involved in the deadly June, 2020 clashes with Indian army personnel in the Galwan Valley was chosen by China as an initial runner in its torch relay for the Beijing Winter Olympics.
  • Chinese authorities picking Qi Fabao at the start of the crunched three-day torch relay to return attention to the border standoff that resulted in multiple casualties and led to months of tension between the two countries. Chinese media reported that Qi was honoured by the country’s military after he was grievously injured in the clash. According to China’s Global Times, China’s four-time Olympic short track speed skating champion Wang Meng handed the torch to Fabao after the relay opened at the Olympic Foreign Park.
